Question about quote Gertrude says, "More matter, with less art" (II ii 102). To whom does she say this and why? What does this line mean?

Gertrude is speaking to Polonius. Polonius is going on and on about defining wisdom and craziness and not getting to the point about Hamlet. Gertrude wants him to get to the substance of his point rather than talking so much.
