Who is Ensign Lovell from The Fall of Reach and what is their importance?

Ensign Lovell is assigned to the outpost, Archimedes. He never finished the Naval Academy training, something he blames for his assignment to the third shift of the outpost. Lovell is the first to spot the unknown form approaching the inner colonies, but he dismisses it as space junk because it doesn't match the shape or size of any known Covenant vessels. Keyes later hires Lovell to work on the Pillar of Autumn.
