What is the purpose of the Loon Patrol in the book, Half a Chance: A Novel?

Lucy, Nate, and Emily are all members of the Loon Patrol, who check on the loons to see how they are getting along. They do not venture onto the island, so as not to disturb the loons. They even make signs to warn boaters from getting too close.
