Who are the enforcers Felix describes in the Tempest?

When Felix says that they should talk about the enforcers, the men are confused because they do not see enforcers in the script, but Felix shows them the stage directions that describe the sprites and goblins, and tells the men they will each have a secondary part as goblins who help Prospero enforce his magical laws.
