Who is Cecilia in the novel, Hades, Argentina?

Cecilia is Pichuca's sister. When Tomás returns to Argentina to see the dying Pichuca, Cecilia acts somewhat cold and aloof towards Tomás. Cecilia is not a major character, but she is a recurring character in some parts of the frame narrative.
