The king asks Gulliver to tell him all about England, so Gulliver describes England and the Parliament. Gulliver describes that there are two parts of the Parliament. There is the House of Peers that houses the nobles and the bishops, these are the most educated, and the king chooses them because of this attribute. Then he explains the House of Commons, whose members are picked by the people.
