What point does Swift seem to be making in Part 2, Chapter 6 and how does he use the king to make it?

Swift is obviously disillusioned with the English government, but during the time that he wrote the book, he might have been tried for treason for outright expression of his beliefs. So, he uses the king, a non-British character in a book, to point out all the flaws of England. The king tells Gulliver that everything he is saying about England seems bad and Gulliver appears to have no defense, as a result of Swift's personal opinions.
