What is the emperor of the little people like? What type of personality does he seem to have?

The emperor seems to be a fair man. He doesn't allow Gulliver to be harmed at all, while everyone is deciding what is to be done. The emperor also seems very brave. He tries to communicate with Gulliver and doesn't seem to show fear even when he sees Gulliver's sword.
