Gulliver's Travels

What condition does Gulliver find most of the people in, when he goes down to the lower island, and why is he told that they are that way? What implications does that have?

Everyone is poor and suffering, there is no food in the soil, and the houses are in disarray. The lord explains that many years ago, some people visited the flying island and came back with ideas about science. Since then, those people gave up the old traditions and tried to run their lives with science. Since science was so new at the time, though, they were unsuccessful. Swift is implying that not everything can be fixed with science, especially in Gulliver's time, and that the old ways of hard work should not be abandoned.
