In Part 3, Chapter 6, Swift again makes his views of the British government known. What are those views, how does he express them and do they still apply to modern governments?

Swift obviously has a very negative view of the British government. He expresses that in the book with ideas like taking political foes and exchanging half of each other's brains. Many people probably have similar views of modern political figures. No government is perfect so Swift's views can still very much be applied to modern society.
