Although some of the provisions are designed to keep Gulliver from hurting people, many seem designed simply to benefit the people. For example, Gulliver is ordered to carry messages back and forth, help with heavy lifting and be an ally against neighboring Blefuscu. All of this indicates that the people may be selfishly viewing Gulliver more as a tool than as a man.
