The men believe that the watch is some sort of representation of Gulliver's god and that Gulliver uses it as an oracle to tell him what to do. The men believe this because Gulliver said that he consulted it for the time to take an action in his life. The confusion comes up because of the language barrier between Gulliver and the little people.
