Who are Kyle and Kelly Hamilton, and why do they visit Harry in Chapter 8?

Kyle and Kelly Hamilton are vampire siblings. They come to visit Harry in Chapter 8 to deliver an invitation to Madame Bianca's celebration of her promotion within the Vampire Courts. They also remind Harry that it would look bad for him if he doesn't go, and may seem like a breach of etiquette on the part of the White Council.
