Who is King Randa of Middluns from Graceling and what is their importance?

King Randa of Middluns is the uncle and one-time controller of Katsa. Randa uses Katsa as a tool to exact revenge and money from people who have offended him. He considers Katsa a brute beast that he uses like an attack dog and does not realize that she is an intelligent young woman. At last, Katsa defies Randa's orders and he summons her to him. Randa orders Katsa to go into a dungeon, but Katsa refuses and escapes before Randa can order an attack against her.
