The novel's main conflict revolves around the relocation of children away from London during WWII, Tom's discovery that Willie has been abused, and Tom's personal quest to rescue Willy from London permanently.

The conflict is resolved when Tom goes to the city, rescues Willie, who is then placed in a children's home, from which.... Tom kidnaps him and brings him home.
