Who is Oliver O. Howard from Gods and Generals and what is their importance?

Howard is a General in the Union army. He suffered the loss of an arm at the battle of Fair Oaks and later commanded a division at the Battle of Fredericksburg, as well as the Eleventh Corps at Chancellorsville. Unfortunately, Howard is unaware of Jackson's close proximity, and his command is overrun.
