Who is First and Last Wavers from Generations and what is their importance?

As children of a specific generation are born over a twenty-two year period, those born during the first part of the phase are named "first-wavers" and those born in the latter half the, "last-wavers." While the generation initially divides into factions, one of these factions usually prevails, and the peer personality is thus formed.
