What happens when Blue Bill and Screamer are released? Who releases them?

Perry Knowlton, the falconer, has raised and hacked both Blue Bill and Screamer. When they are released, Blue Bill is attacked by an eagle. Peter decides to keep him longer to ensure he is not injured. Screamer takes off and flies toward Bovinia.
