What does Sam decide to do in order to help in feeding Frightful in "There are Eggs and Trouble"? Why?

Sam realizes that 426 will be too frightened by the sounds of the jackhammers and bridge construction to adequately feed Frightful. Thus Sam decides to have a construction vest made so that he can climb up to Frightful and feed her without being caught.
