Who is Bel Riose from Foundation and Empire and what is their importance?

Riose is an influential and talented military governor, as well as a decorated war hero. He is the pride of his planet.... at least until the Emperor believes he is becoming to influential. Because he is perceived as a threat, the Emperor sends an envoy to assess the situation. Both Riose and the envoy are summarily arrested and executed on trumped up charges.
