Who is Fallom from Foundation and Earth and what is their importance?

Fallom is Bander's child. Travize, Bliss and Pelorat find Fallom inside the estate after Bander's death. Fallom - neither male nor female but "whole" as his parent, leads them to the surface where the party is almost immediately captured by guardian robots. It's those robots' assurance that Fallom is too young to be ruler of Bander's estate and will be summarily killed that prompts Bliss to inactivate them. Fallom winds up going along with the crew. Bliss takes to it, mothering it and soothing it. Fallom, a hermaphrodite, has small testicles and a small vagina. On the second day out from Solaria, Travize wakes to find Fallom staring at Travize's penis.
