Who is Hober Mallow from Foundation and what is their importance?

Hober was born on the planet of Smyrno. He is a master trader, whose only concern is making more money, something that puts him in direct opposition to the Foundation Council. The council, seeing Mallow as a threat, attempts to ruin him, but their actions are thwarted and Hober becomes even more popular with the people.
