How does the author use foreshadowing in For Your Eyes Only?

As the novel begins, James Bond is returning from a failed mission. He's diverted from returning to England in order to investigate the killing of a NATO messenger in France. The local investigators resent his presence, foreshadowing their role as obstacles to the investigation.
