Who is Mrs. Trask from Fog Magic and what is their importance?

Mrs. Trask is driving a horse and carriage when she first spots Greta along the side of the road. She gives Greta a lift and lets her off in front of the Morrill house, telling her that a girl lives there who is around her age.
