In "The Beans and Rice Chronicles," who is Miz Rita?

Miz Rita is an upstairs neighbor. When Isaiah gets home from school one afternoon, his mother tells him Charlie is upstairs getting her hair done by Miz Rita. Afterwards, Miz Rita refuses to take the $20 Isaiah's mother has sent as payment, telling Isaiah to give it back to her.
