What is the plan Noah, Abbey and Shelly come up with to catch Dusty?

The kids plan to flood the boat's toilet system with bright pink dye and have Shelly flush it into the marina. That way, when the sun comes up the big pink circle around the boat will be evidence that the gambling boat is still dumping sewage.
