What two points of view does the narrator claim exist in the world and why?

In the vignette entitle “Frog and Bird," the narrator states that “There are two points of view in the world: The frog's perspective and bird's-eye view. Any point in between just leads to chaos” (178). She asserts, then, that one must either be in the thick of an environment on the earth's surface or one must be looking down at said landscape from above, in order for the view to hold any meaning.
