Why does Gardner say Jawaheer ordered Flashman's assassination in the novel, Flashman and the Mountain of Light: From the Flashman Papers, 1845-46?

Gardner explains that Jawaheer ordered the assassination attempt on Flashman to force a war with the British. War with the British would keep the Khalsa occupied and perhaps save Jawaheer from having to answer Peshora's murder.
