Political change plays an important part in driving the plot. Refugees are coming to Sweden because of its open-border policy, and they are kept in ill-prepared and ill-administered refugee camps. Anti-foreign sentiment is on the rise, and concern about Sweden's border policies is mixed up with racist dogma. Wallander finds himself in the middle of a political hot-button topic, called racist by the Immigration Service and accused of conspiring to protect criminal refugees by the nationalist movements.
