What is the purpose of the drain system Oskar imagines in Googolplex?

In Googolplex, Oskar wishes there was a drain beneath his pillow to catch the tears he sheds when he cries himself to sleep each night. He imagines that everyone who cries himself to sleep could have a drain and all the drains could empty into a reservoir.
