How did Scott come to live at the College Mobile Home Park?

Scott was living at the homeless shelter called The Lodge and he met a fellow resident named Teddy. Teddy was disabled and as Scott was a former nurse, they decided to find housing together. They went to the College Mobile Home Park because it was cheap and did not have background checks.
