Why does Kyle request a Librarian Consultation in Chapter 29?

Kyle decides that the cards are too random for the Bibliomania game. Then he remembers how his mother ordered a fresh set of cards for Mr. Lemoncello's indoor-Outdoor Scavenger Hunt. So he decides to have a Librarian Consultation to see if there is another deck of cards. When Mrs. Tobin appears, she tells him there is another deck. The deck pops up through a slot in the desk.
