Who is Fairweller from Entwined and what is their importance?

Fairweller is the Prime Minister, and the King's right hand. He is injured during the war but recovers, after which, he starts a secret love affair with Clover. When the King discovers their relationship, he calls for Fairweller's resignation. By the end of the novel, however, Clover and Fairweller are engaged to be married.
