Who comes to live in Buxton at the end of chapter 10? For what reason?

MaWee comes to live in Buxton after the preacher rescues him from the carnival. The preacher has actually done a kind thing by releasing MaWee from his slave-like existence, but MaWee does not see it that way and stays in Buxton only because the preacher convinced him that Buxton had a large army that would prevent him from returning to the carnival.
