The James River represents the constant movement that exists within the colonial world. Archer Walsh opines to Tony that the world is likely to remain bustling and interconnected for the remainder of time, in large part as a result of maritime travel and the world's increasing globalization. Tony comes to think of the constant, flowing presence of the river as an embodiment of this principle.
