What deal does Spenser make with his father in lieu of turning him into the police in the novel, Early Autumn?

Spenser tells Mel that unless he pays Paul's tuition and expenses, Spenser will turn Mel in to the police. Mel initially tries to negotiate, but eventually gives in and agrees.
