Why did Goldmoon look at Maq with disgust?

Goldmoon looked at Maq with disgust because of the look she had given the seas that claimed the people of the capital of Istar. Maq assumed a dreamy expression as though she could see the wealth that laid beneath them, and had a total disregard for the loss of life that had occurred, which is why Goldmoon gave her a disgusted look.
