Why couldn't Raistlin read the spellbooks?

Raistlin couldn't read the spell books because he wasn't given a key to do so. As far as the book was concerned, he didn't pass all the requirements and therefore could make no sense of the words on the page, as they were gibberish to those who weren't high enough in the Order of mages.
