Why are Knights of the Crown unfit for the position of leadership? Who is appointed?

Knights of the Crown are unfit for the position of leadership due to the fact that regardless of the fact that they have taken their oaths and won their shields, they are still as yet inexperienced, and cannot lead an army into battle. In order to command the knights, there is supposed to be a leader of each of the Orders, and since there is not time to do this, Laurana has been put in the position as she is experienced, and knows how to handle the Dragonlances.
