Who is Doctor No from Doctor No and what is their importance?

Doctor No is an Asian man who was a part of the gangs in his native China. When trouble breaks out, Doctor No was smuggled to the United States. There he became a member of a powerful gang. When a gang war broke out, Doctor No took the opportunity to steal more than a million dollars from his bosses. Both Doctor No's hands were removed by this gang and he was shot in the chest, left for dead. However, Doctor No survived. Doctor No bought Crab Key Island in order to hide from this gang and to build his little empire until he became powerful enough that he would no longer have to hide from anyone. Doctor No uses the guano mining as a cover, using the island also to create the technology to control missiles. Doctor No intends to sell this technology to the Russians in order to gain more money, more power. Doctor No also has a fascination with human pain thresholds and uses his island to torture people in order to pursue this fascination.
