Who is R.J. Decker from Double Whammy and what is their importance?

R.J. Decker is a man of many talents. He was a fashion photographer before taking a job at a newspaper, and prior to serving time for assault. After getting out of jail, Decker becomes a private investigator and is hired to prove there is cheating going on in bass fishing tournaments.
