Who is Church Wagner from Don't Stop the Carnival and what is their importance?

Church Wagner is a college student, who is working at Gull Reef. Paperman describes Wagner as a sex fiend and reprimands him for his flagrant, inappropriate sexual escapades at the club. Several of the maids at the club resign after contracting gonorrhea from Wagner.... he doesn't see it as a big deal.
