Who is Vern Tessio from Different Seasons and what is their importance?

Vern Tessio is one of the four young men, who goes to retrieve Ray Browers' body. He was the first to learn about Ray's death from his brother. Vern later dies in a fire when someone leaves a cigarette buring after a party.
