What advantages did the government's Atomic Energy Commission have in finding uranium? Are they portrayed as a benificent agency?

The government had planes and equipment that could detect the uranium from above, and was able to stake claims landing by helicopter with their results. Smaller prospectors could not keep up with their technology or speed. The agency is portrayed as a dark force with no interest in the individual.
