Who is The White Council, The Red Court from Death Masks and what is their importance?

The White Council and the Red Court are opposing paranormal forces drawn into conflict, both violent and moral, as the result of Harry's actions in a previous narrative. The White Council represents and monitors positive wizarding activity. The Red Court is a loose association of South American vampires determined to undermine, and ultimately destroy, the White Court.
