Who is Blohm from Daniel Half Human and what is their importance?

Blohm is the leader of Armin's Hitler Youth section, and although, he sees potential in Armin as a future officer, he insists that Armin give up his friendship with Daniel. When Blohm learns that Armin has been seeing Miriam, he gives him an ultimatum.... betray his friends or be thrown out of the organization.
