Who is Basil Elton from Dagon and Other Macabre Tales and what is their importance?

Basil Elton is a character in the story, The White Ship. He is the guardian of the North Point lighthouse. Taking care of the lighthouse was a responsibility handed down to him by his grandfather. Basil believes himself to have sailed with a bearded man on a white ship through magical lands before finding himself back at the light house.
