In Book Two, Chapter Five, who does the author make ultimately responsible for South African law, Judges or white South Africans, and why?

The author makes average white South Africans responsible for the law because it is they who vote for laws. Judges only have responsibility for upholding the law and being incorruptible in this duty. But Judges’ ability to enact justice is only as good as the laws they are given to work with.
