One side of the debate argues from a place of fear about “native crime” and wants stricter laws governing the activities of black people, or perhaps even to completely segregate blacks into their own area. The other side argues that giving blacks better education and opportunities will drop the level of crimes committed, and by lifting up the poorest in the nation they can raise the net worth of the entire nation.
