Arthur argues that whites destroyed the black tribal lifestyle, so it is morally imperative for whites to help the blacks rebuild their communities and get them education, in order to heal what they themselves (the whites) destroyed. Arthur did not believe in suppressing the blacks out of fear, nor does he believe whites have a right to get rich by exploiting blacks. He appeals to the Christian morality most whites espouse to help the less fortunate rather than greedily using them.
